Business Incentives Fast Track Permit Process

The Maui Research and Technology Park is intended to be a singularly attractive environment for the location of new and diverse businesses. Permitted uses fall under two main categories:

  • Research & development and production
  • Office, business and support services

Research & Development and Production
This includes research laboratories and facilities, developmental and testing laboratories, telecommunication and information services centers, manufacture, assembly, testing and repair of electronic and optical systems, pharmaceutical, biological, medical and agricultural research and production facilities.

A State of Hawaii Research and Technology Center, image information processing and visualization technologies, energy and photovoltaic research and development, remote sensing, electro-optic research, electronics, information technology, environmental assessment and university sponsored or related research programs.

Office, Business and Support Services
This includes banks, fitness centers, office buildings for professional services, medical, financial and convenience sales and services, computer related businesses and service, employee training, technical conferencing, day care centers, restaurants, corporate and government offices and other support facilities.

Building and Site Improvement Permit Process
File application with the Director of Planning which consists of:

  • Final subdivision
  • Specific development plan with:

      Site plan
      Detailed drainage, grading and soil erosion reports and plans
      Landscape planting plan
      Signage plan
      Building plans and specifications
      Solid and liquid waste disposal plans
      Hazardous waste plan, if applicable
      Other pertinent information

  • Permit fees
  • Planning Director determines completeness of the application.

    Planning and other agencies as appropriate review and refer the plans to the Technical Review Committee and other agencies as appropriate, which make recommendations and comments.

    The application is forwarded to the Director of Public Works with Technical Review Committee recommendations.

    Approved or disapproved by the Directors of Public Works.

    *Additional time if a Hazardous Material Management Plan is required.
